A Boy Doing The Man's Job

Why on earth I have to deal with the boy whose doing a man's job. When it is well known that they are inefficient for few years, they still let the boy doing the man's job.Is it very difficult to find the man to handle the job or everybody there is just blind?

Is inefficiency have been acknowledge as an acceptable level down there? When what at stake is multimillion business. Or should I take the bold move to highlight this to the highest level?

Sigh.
